Rejecting a deferred offer and reapplying the following year.

Can i reject a deferred offer then reapply to that same university a year later? I am currently unsure about which university to select as my firm offer as i know it is much more difficult to get through to a university on a deferral year basis. So, can I reject a deferred year offer from University B in order to reapply to University A the following year while also reapplying to the same initial University B?

BTW if i reapply the following year it would not be for a deferred year.
