What steps should the USA and the rest of the world take to survive during mega droughts?

Madagascar feels that this clearly needs a sustainable solution if it is to last for 20-30 years as predicted. Further reducing greenhouse gas production should be a clear objective - and as a major producer of these, the US should be at the forefront of this. Steps need to be taken now to promote water conservation, and the US needs to think about implementing laws to enforce this. As a nation, Madagascar spends more than half of the year without any rainfall, and has learnt to adapt to this. We suggest that the USA, which is used to being a leader and an advisor to others, could, n this instance, learn from other countries that have learned to adapt to prolonged drought.
Switzerland seconds what Madagascar say - USA can learn from others, and to continue strong relationships, particularly with Trade and Investment Cooperation, we will support the USA in development in sustainable water conservation technology to help reduce the mega-droughts.
Russia would like to point out to the USA that it has extensive coastlines and could use desalination to to top up any reservoirs. The USA could also offer the use of firefighting aircraft to water the commercial fields in the country.

Madagascar questions the environmental impact of strategies such as using fire-fighting planes, particularly in a country such as the US which is already a leading contributor to global pollution. We feel that if this were to be adopted, the US should be made to agree to other pollution-reducing targets so that the USA's overall impact on pollution remains unchanged.

Producing enough food to feed your population must come before concern for the environment. Pollution-reducing strategies can be drawn out once the droughts have ended.
We disagree, in the sense that the situation that we're now in is the result of longer term mismanagement of climate and pollution, and we can't just live in the here and now, we have to invest in the future as well in order to try and avoid something like this happening again. Yes, we agree that people shouldn't starve, but this is very unlikely.
Luxembourg is at the position where we would like to promote the use of certain measures to help relieve drought, but we would urge for these measures to be kept sustainable as possible. In this light, depending on the sustainability of measures to preventing the droughts, we would offer some support where needed, if measures could be detrimental to the US publics' well-being.
