will be able to send your application to UCAS from 15 September. After it has been
processed, you will be sent a welcome letter containing your application number to enable
you to log into ucastrack (the UCAS Applicant Enquiry Service). You will be able to use
the username and password you chose when making your application.

Does this mean it has been sent to UCAS?

No, it means its ready to go, but your teacher hasnt actually pressed the send button yet, so UCAS don't have it yet.
