I'd say sides like Leeds/Bradford/Milwall are historically worse. Bradford probably aren't these days, but proportionately it seems that Leeds and Milwall are worst, followed by Cardiff, followed by a few others, followed by Chelsea.

That's very much napkin maths though - in terms of banning orders it goes - Cardiff, Chelsea, Man Utd, Leeds, Milwall, West Ham.

The Leeds/Milwall and to a lesser extent Cardiff/West Ham are probably more shocking than the Chelsea positioning though? And banning orders obviously isn't a perfect dataset to work from. A lot of large clubs [and some smaller ones] had organisations that were both violent and racist though. 6.57, inter city firm, red army zulus, aston villa hardcore, etc. Not to mention the bushwackers who are up there mixing it with the likes of the red star and gala. Point is, a lot of clubs had a lot of bad gangs/racists, it's not a Chelsea thing. And there's no real causation between their 20th century hooliganism and how bad they are in 2015.
