Standard deviation - Do I use sample or population formula ?

I was hoping is someone could just clear up some confusion that is in the back of my mind please.

how do I determine when calculating standard deviation when its a sample or population ?

For example if I number of spots on a cow, and the values where 7,7,8,7,10,12 would that be a sample ?

Similarly would this be a sample too ?

1. Yes, because there are other cows that you didn't account for.

2. A better context is needed. If it's a bunch of people in the whole population, then it's a sample, if it's all of the students in the sixth form, then it's a population, etc.
