Do numbers of Islamic sex-grooming gangs prove that islamic doctrine fails

Parliament is today discussing yet another child sex grooming gang, in Oxfordshire, where the culprits were muslims of pakistani and Eritrean background. There have been numerous other gangs around the country involving again muslims of somali, afgani, iraqi and other islamic background groups.

the excuse that these are 'immigrant' groups is not valid when you look that many other non-muslim immigrants (even from similar parts of the world) are not involved to the same scale, so is it the case then that all the islamic doctrine these men have been exposed to has done nothing to give them a good influence , in fact maybe the opposite. does it show islamic doctrine is failing?
