Human Rights Law Problem Question

I'm really stuck on a problem question in Human Rights Law:

My client is a asylum seeker :

The first issue concerns whether he can continue his gender reassignment under provisions of NHS healthcare. The second issue is that he has recently felt discriminated against; he had attended a local support group and who had no special knowledge on transgender issues and one adviser had told him that what he was doing was 'unnatural'.There has also been occasions where this asylum seeker has been targeted with name calling and treats by the other asylum seekers in the hostel. this asylum seeker is beginning to feel upset by all of this and haven't reported this to his social housing authority and doctor.

The public authorities have failed to provide any assistance. What remedies can he sought under domestic law and Human Rights?
