Can someone just explain to me the idea behind this (I just really want to understand the concepts properly):

I think that's it.

A uniform rod means the mass is evenly distributed and the weight acts at the mid-point.

If by weight you mean the weight of the rod and Jill and David, then yes. This is since the seesaw isn't moving (the forces are balanced), the up forces and the downforces are equal thus reaction is the sum of all of the weights.
