The end of the Cold War era is the victory of one world view over the other?

Personally I believe that the end of the Cold War was not completely the victory of one world view as the Communism did not disappeared straight away also nowadays other world view rose with the strong Islamic states

The USSR collapsed and fragmented and the regions sovereign boundaries were redrawn with satellite nations becoming independent again - all signed and agreed under international law including Russia.

Ideologies cannot be destroyed but they can reduce in significance to the point of being relatively inconsequential.

Some people refuse to accept that the world has changed and moved on - for the better.
