Why does GCSE/A-level Law exist?

From just about everywhere I've read, GCSE and A-Level Law are not respected at all, and are not even recommended for people that want to do Law at uni. So I'd like to know, why does this subject even exist at GCSE and A-Level? What the hell is the point?
