Transferring between degrees at university

When I applied for a mechanical engineering degree I was so sure. Typically now that I've sent my application off and received offers, I'm beginning to wonder whether my decision was too rash.

Basically how accessible would a transfer to another similar degree such as civil engineering, robotics or an engineering design course be?
If it is accessible, would I have to do it within the first year or the first few weeks?
(I doubt this is possible but) What about transferring to another degree in the university which is not as similar but a course which requirements needed alines with my qualifications (a level maths) such as architecture or computer science? Out of curiosity
