Need someone to explain why are the two questions as attacched are worked differently when the questions are identical. Question b works on the 70% while Question a works on the first 10%. Thank you.

Ouch, that is sneaky. Unfortunately the questions are not identical - mainly because one involves life span and the other involves time.
If 30% have a life span of at least x days, what can you say about the other 70%?
