Most universities do send the welcome packs a little closer to the time. However if you have firmed your choice, then they may send it before that. Sometimes they can wait till after results day to make sure you are definitely going there, if you have a conditional offer, that is.
Best thing to do, email the university and ask if it's something you'd really like to know.
