OCR A-Level ICT Controlled Assesment G062/01 jun 2015 Help Needed

Basically I've done task 1 to a standard im happy with, hopefully I've achieved the best marks there.
but with task two I can not figure out the FIT rate formula, the cell that is highlighted dependant on the certification granted, that formula include or has something to do with a pseudo code. if any one has done that can you please kindly help me, as the rest of task 2 cannot be done if that part is not done.
with task 3 im stuck on 3Dii the flowchart task does anyone understand what to do there.
please let me know if you have figured out or completed any of what my problems involve.
