Not many comforting words, but I know the US gives Stafford loans to US students studying in the UK. But I don't know the other way around. Sorry.
The British government does not generally offer support for British students studying in the US. (There might be one or two exceptions, maybe some grants for specialist stuff at postgrad level but I don't know of anything at undergrad level).

For undergrad, certainly not. Look at it from the British Government's perspective: they spend so much subsidising British students at British universities that to then ask for aid so you can go and study at Harvard is a bit rich, really.

For postgrad, I'm less sure, though I still think the answer is no - not directly, anyway. You can get funding from scholarships like the Kennedy (redeemable only at Harvard/MIT) or Fulbright ones.
