measure for measure - "tied up justice"

i've been making some notes on analysing language in measure for measure and i was wondering, in the following quote

"It rested in your grace
To unloose this tied-up justice when you pleased:
And it in you more dreadful would have seem'd
Than in Lord Angelo"

can "tied-up justice" be referred to as a metaphor? if not, how would you refer to it? or would you not at all?
