I don't understand the essay topic, please help.

Describe and evaluate the debate for and against military intervention to prevent or halt the occurrence of genocide/crimes against humanity in two cases we have studied.

Above is the topic and I don't understand it. I emailed my professor a several times seeking help in the past 3 months, but he is not replying. No other professor can help, because they are not the module leader, strangely.

The two cases I chose is Rwanda and Cambodia. Any help will be highly appreciated.
