Inappropriate graduation attire

Because graduation ceremonies traditionally have rules as to what can be worn considering it's a formal event representing the institution? Example of such from my own graduation -

"Students are requested to dress smartly for the occasion. Please note that under no circumstances will a student be allowed to graduate in casual wear (jeans, trainers or shorts etc.) For information on academic gowns please refer to the Gown Hire section."

Generally, sure, people can wear what they want. But this certainly raises the issue of "is this smart enough?" OP bringing in the whole 'is it slutty' angle is (a little) irrelevant, however.

This photo has been floating around on social media and I was repeating what others said to spark discussion. I did not say that the dress was slutty. I want opinions on it.
