Why is it illegal to be naked?

So an artist in france has been arrested for a 'naked selfie performance

But why is it illegal to be naked? It seems given bizarre given that we're all born naked.

It was arbitrarily decided by world governments. There is no reason for it.

Because people often strip to disturb or shock others. Even worse if children are watching. It's also because the naked body has always been sexualised.

Because genitals aren't really attractive to look at (even if they are of the opposite sex's). They're just tools for procreation and excretion of waste.
because the government doesn't respect liberty and freedom of expression enough
for example, freedom of expression normally allows us to express disgraceful and disgusting views, everything from racism, genuine sexism, etc - regardless of the offence, and rightly so
but then we aren't allowed to "offend" people by being naked?
what is the difference between these two things that have different laws?
