Chemistry: Why is this molecule called this?

Hi can anyone help me out here? I don't quite understand why this molecule can't be 3-bromo-5,5-dimethylcyclopent-3-ene-1-ol? Since 3-bromo... comes before 4-bromo when making a decision whether to proceed clockwise or anticlockwise. How do you decide? Thank you!http://www.chemsink.com/compound/9990109/

Add up total value of all substituents. Smallest number wins.

In the link you have 4+2+2+3+1 = 12

Your suggestion would give 3+3+5+5+1 = 17
