I was wondering when do we have to pay the tuition fees and specially how ? I mean we have to pay the full fees at once or we can pay it by instalment ?

If you're getting a tuition fee loan from Student Finance, you don't need to do anything, the money is just paid directly to the university. If you're paying the fees yourself, you have the choice between paying in full or in instalments, details of which can be found here.
