I really don't understand what you're trying to say here.

If it's someone you don't care about, there are no real consequences to saying you like her and getting turned down. There's a non-zero chance she won't turn you down, so go for it.

If it's someone you do care about, the honesty might benefit your relationship - or rather, the dishonesty inherent in not saying anything might eventually harm it.

I understand that there might be some cases where it's better to keep your feelings to yourself, but I think that's the exception rather than the rule.

Personally I think women should go down the sexy but classy route. Dresses and skirts with some kind of nice top and accessories.
