Private accomodation for postgrads

Hi all, I am a PhD student starting in September and I am thinking of renting a studio flat. I have seen studio prices for as low as 350 per month which is affordable. My question is how much should I account per month for bills? My understanding is that since I will not be paying council tax, monthly bills should not
exceed 100 quid. Is that true according to your experience?

Also, I am not a british citizen, I am a EU applicant so I will not have references or guarantors. Is that going to be an issue renting privately? Because in most ads I see there is a reference check fee which means that they want to check references.

Finally, I will come to Manchester relatively late, around 11th of September. Do you think I will be able to find something or will all good places be gone by then?

I appreciate any help, because I couln't find these answers covered elsewhere.
