How are applications considered by universities?

I am applying for bachelor in architecture in UK through ucas. How are applications considered by universities? Do they wait until start issuing offers for students, or they give offers on first came first served?

It's not on a first come, first served basis. Some wait until all the on-time applications have arrived and then start going through them. Others will make offers to the dead certainties and reject the hopeless as they come in, but sit on those in the middle until they have got a picture of how many applicants they are going to get. Whichever method they choose, places do not 'run out'. Admissions tutors have had decades of experience of knowing how many offers to make.
