Ionization Energy

Ionization energy is the energy required to remove an electron from the outermost shell of GASEOUS ATOM
My question is why GASEOUS ATOM is mentioned here?is it necessary ?if yes then why?☺

It is to allow comparison between different element.

Which takes more energy, removing an electron from elemental Na or from elemental Cl?

Not too easy a thing to predict!
