3rd world debt

Okay heres the deal . . .
I have chosen third world debt for my A2 French oral topic but i am struggling to find a good angle to take on it. I was thinking to defend the world leaders in that they havent really done anything major . . . . what do you guys think?? Any help would be greatly appreciated!

Either extreme stance (completely defending them or completely condemning them) would be good. You need to find something you and your teacher/examiner can argue about for 4 minutes, essentially. So don't pick too sensible a viewpoint, and then whatever you choose, make sure you can defend it.
