Applying economics with a U

Hi, I want to apply to do economics, however in AS I got a U as I had a shocker in one of the exams.

When applying to uni will they see this? Do I have to tell them? And if so is it a huge hindrance to my possibilities of being accepted?

Please don't say this subject isn't for me, I am passionate about it and I can't see myself doing anything else, also I think I can get a decent grade this year of a C or a B as I'm re-taking it AS and there is only 4 people in the class and not over 20 like last year.

I guess that's an extenuating circumstance right? your teachers could mention this in your reference. I might be wrong though. you should ask your teachers
