What has your landlord said, when you explained the situation to them? If you weren't due to register until the 28th, your SF money was never going to arrive until a few days after that anyway. Even if your SF application had been handled completely correctly, you still wouldn't have been able to pay your rent on time if it's due on the 28th as well.
