I think he means R = 3 ohms

I = 7 A
he needs to find the voltage V?

V = IxR

Is that what you were asking for?
Alternatively is this an uncertainty question? i.e. calculate the percentage uncertainty in the resistance given the % uncertainty in the values from which it was calculated.
