A huge dilemma involving my ex

So my ex lives in the Netherlands and I live in Britain.

The issue is that since we broke up, he's been tweeting about me, spreading details about my mental health, degrading me, sending people to harass me, lying about me and ultimately it's made me depressed at times.

I've tried ignoring it, reporting it and all that but every week, he sends someone new... what do I do???

My ex has been doing the exact same thing, lies about me, insults about my mental health, etc etc. I have tried to report him for several things but he resorts to blackmail or saying I'm lying. Not to mention he has recently moved to the same country as me and I am honestly quite anxious. He's almost twenty and I'm in high school, and he's continued publicly harassing me for what will be a year in January. I feel totally trapped since he is blackmailing me and there are other circumstances that may require the law getting involved. Agggh!
Report him. How can someone who loved you once turn on you and become the most hated? I don't understand relationships ~.~
