Weber's view that religion can encourage the growth of a capitalist state??

How would you guys go about answering this question;

"Assess Weber's view that religion can encourage the growth of a capitalist state."

My plan is;
Introduction
Para 1: key calvin beliefs,
para 2: how these beliefs make change (capitalism)
para 3: why capitalism has not happened i.e. in hinduism and confucanism
para 4: key criticisms - i.e. capitalism came before calvinism, and the idea that in areas that have a high calvin population - there's not always calvinism.
conclusion.

I just dont understand Kautsky or Tawny's criticisms
or what to actually conclude

If anyone can help??
