Gross, but I agree with several here that 18 years seems a bit... much. If he'd sprayed anthrax at them or used a homemade flamethrower, then yes, 18 years would have been appropriate. Semen, however, while disgusting and unacceptable, isn't particularly dangerous. If he'd sprayed feces or urine at them I don't think that time would have been recommended, but because semen has 'sexual' connotations, it's seen as being more serious, despite not necessarily being any more hazardous.
