Declaring grades-Urgent

I failed my first year, I got CUUU. My school has told me not to put the 3 U's I got in the first year on my applications. This is also the case for other students at my institution applying, and many have already had offers. Though it clearly states that all grades must be declared even if unclassified. I don't want my application to be fraudulent however I'll be at a significant disadvantage since others have no declared their U grades, so I'm stuck in the middle and not sure if I should mention it. Is anyone else in my situation? Has their college/sixth form told them not to declare their U grades, what should I do? Thanks in advance.
