You've just linked another article which is reporting the same story.

Renegotiating a deal isn't the same thing as completely dropping it and not bothering. As mentioned in both articles David Cameron is still looking to reach a deal to limit the benefits that EU migrants can claim, just that the original deal has been scrapped because it hadn't been accepted.
