Stay at my Uni or apply next year?

I am currently in my first year but i'm at a pretty average university. I think if I apply again for next year I would be able to get into a better university (transferring isn't an option for my degree - Law). So, do you think it is worth me repeating first year, and paying the £9000 up front (student finance only covers 1st year once) or should I stay at the university that i'm at?

Need more info in order to give advice.

You haven't specified what uni your at and what uni your looking at changing to - so can't comment on whether a change is worth it.
And it also depends on your future career plans, so if you elaborate on this it will be helpful.

And why would you pay £9000 upfront? Assuming you drop out it will make no difference.
Student finance provides 4 years of funding just in case people to decide to leave early.
