Does UCLan make ALL their applicants take English exams?

Hey, so I got an email from UCLan telling me that I have to sign up for one of as list of English exams. I find this weird because English is my first language, they also asked for my passport and I sent it to them and no other University is asking for it. (btw, i'm a Canadian citizen from Ontario and I applied for Medicine).
Did anyone else get asked this? Can I send them my Ontario literacy test marks instead?
I don't know, I think it's just a waste of time considering the exams are pretty expensive considering that i'd also have to miss school time to go take them. :/
