need advice designing a building at the end of a pier.

So im designing a library in llandudno west shore. it kind of a pier with the library building at the end of it.
but i dont have a clue how to design the structure. like is it gonna be concrete or steel , and why ? and how thick the columns should be or how far apart do they need to be?....

any help would be appreciated.

I'm assuming you've been given this brief because a) either you've been taught the relevant content or b) you're expected to research the backside out of it.

Neither of those options involves being spoon fed in this forum.

Think about the engineering, aesthetic and functionality aspects. Have you ever been on a pier? Do you understand the notion of social spaces in the public realm?
The walkway and structure will need to be supported. Basic pier/column and beam steel structure should be fine. You can encase the steel in concrete to avoid rusting since even stainless steel rusts a little though structural is not likely to pose a problem for a very long time. Could also use driven piles as a method. Main engineering calculations would be done by Engineers anyway not the Architects so approximate representation is all that should be needed here. Look up Universal Columns and Universal Beams tables for an idea of type sizes that might be used. Also, consider the problem of water collecting and drainage on the roof you've got there.
