Are shows like period dramas enjoyed more by racists?

Stupid question,don't pretend these costume dramas are made for historical accuracy they are simply made to appeal to white Britain.


The majority of people I know who watch costume dramas are not white.
Would a show with an all black cast be considered racist or is it only racist if it is a white cast? How about an all white cast in a country that doesn't have a colonial history, is it still racist then? If someone was cast for a role purely for the colour of their skin then that would be racist.
