Sorry you haven't had an answer to this. I will move it to a forum where you are more likely to get a reply.
I'm a local student at the University of Malta myself and I hope that I can answer your questions.

There are 2 "School Leaving Certificates" in Malta, one that is awarded after Secondary School (which is most commonly known as the School Leaving Certificate) and the Matriculation Certificate which is awarded once a student meets certain criteria for their A Levels (Having a Pass in a group 1, 2 and 3 subject (subject groups: https://www.jc.um.edu.mt/prospectivestudents/study) and obtaining 44 points). This former has nothing to do with applying to the University of Malta but simply to show that a student has completed the compulsory education till Form 5. The latter is awarded to students who have sat for exams by the MATSEC board (which is the local examining board).

Obviously, foreign students can't apply using that system. But that doesn't mean that foreign students can't apply to the University of Malta. The university has information on how to apply and even a comparison of results obtained in the GCE A Level examinations with the local MATSEC A Level results. (http://www.um.edu.mt/int-eu/international). There is a section regarding the general qualifications. Should some particular A Levels or Intermediates (I think those would be equivalent to the AS Levels but I am not sure on that) be required then it is best to check with the course you wish to take by using the "Find a Course" feature.
