Do you even need to ask?
Most people will only use the websites on the first or second page of the search engine. If it's not optimised, the website might only show up on like page 25. Meaning the traffic and the number of visitors are going to be low, basically making the website useless.

It's no use just building a website and hoping people will come... they won't.

SEO simply makes your site and content more visible to the search engines, and therefore helps direct relevant people to it.

Page ranking is a measurement of a domains authority and popularity. SEO just makes that process a little bit easier. It's like asking; 'why is it important for a website to be viewed'

But now, Page Rank is not considered or refreshed by google. Only good quality of backlinks is matter.

That's not necessarily true. Good quality backlinks are very important in SEO but Google is constantly changing, now good quality content is important to them. Spammy links will lead to penalties for a website rather than better rankings in Google.Plus, if you have better content then more people are likely to link to it and therefore get your more links. Page rank isn't so much important but it's still good to achieve. Page authority and domain authority want to be high so that people see your site as trustworthy.

Because it takes time to do yourself and most companies dont know how to do it. There's a decent guide on seoworks that covers the basics
