Each University plays it differently, but generally, because they are academics and know how reference writing works, the references dont have to be submitted at the asme time as the application, ie case 2 above - but you need to check.

You also need to check whether you are contacting the referees and just warning the Uni who will be writing to them, or if the Uni will be contacting them.

You have to read the small print carefully on postgrad applications!
