Why is there a 2 in the decimals? Binary should only contain 1 or 0!

Probably a copy paste with a subscript 2 to indicate binary, which was copied wrong.

If its that way then
Make pairs of 4 and group them
For numbers before decimal it goes from right to left and for for numbers after the decimal its left to right
After making groups of 4 just write the hexadecimal number to the corresponding binary

For b the answer is 65.64
