What does it mean to surrender your licence?

My dad received a letter about driving more than a speed limit and must pay a fine.

At the bottom of the form, it says "DVLA LICENCE HOLDERS: You must surrender your actual current licence."

What do they exactly mean by surrender? Do they literally mean my dad has to give up the licence until he gets a new one - and not expect them returning it?

It means he gives or sends the physical licence to the authorities so that it can be checked and the resulting endorsement enacted. He will get it back in due course.

He can carry on driving, of course.
No, you surrender it so they can put the points on it, then they return your license.
I think you can still drive while you don't have the card.
