Confused about Waiting List

Hi, can anyone help me understand what the waiting list entails in general?

I'm confused as to what I can firm, without it affecting being on the waiting list. Moreover, if I can't firm my non medicine option, how would I go about Student Finance, if at all? Obviously I'm not holding out much hope, but i'd much rather decline my non med option if it meant staying on the waiting list, as I was only going to firm it in case I didn't get decent enough grades to re apply.

Apply for student loan using your top choice, the uni can be changed very easily if you dont get in. You dont have to make a decision for ages yet
Wait until much closer to the deadline to firm your back up.
