ELQ in 2017 for STEM courses

Was wondering if there was any updated information following the recent government report about funding for STEM subjects related to ELQ's?

    Specifically I was interested in:

    a) whether the proposed 'relaxed' rules apply to full time study?

    b) if I began a course for the 2016 academic year, would I be entitled to apply for help if the rules are changed for the 2017 academic year? Sometimes rules are based on the year you started and sometimes not and wasn't sure if such a thing would apply here.

I hope that makes sense. I'm trying to decide whether to start the course this year, or defer until next year.

Thank you kindly in advance for your help.
