AS History Edexcel Paper 2 Section B

I am about to do a practice 20 mark question from one of the new text books. Does anyone know of a good breakdown of how to answer these. I have been consistently getting only 14 and I want to go that little bit further.

The question is "How accurate is it to say that fascist ideology changed considerably in the years 1919 to 1921? (20 marks)"

I know the content it is just the exam style I need help on so I can get out of the low B area.
