Studying Languages abroad for native English speaker?

I've set my sights on studying German (and maybe a little Russian) at university, but seeming as the UK tuition fees are especially extortionate for foreign language degrees (4 years, so £36,000) I have decided to study abroad where it is much much cheaper as I didn't really fancy paying off a huge debt :' The only university abroad at all which offers full undergraduate degrees for learners of a second/foreign language that I can currently find is the University of Groningen in The Netherlands.

It's a great place, and I've already attended their open day, but I like to keep my options open; are there any other universities abroad anyone can think of that offer my subject(s) for English/non-native speakers?
