Swiss Army Knife

Can an under-18 carry a Spartan Swiss Army Knife in public?

I read somewhere that an under-18 could carry a swiss army knife as long as it was under 3 inches long and not in a locking mechanism.

P.S Don't get me wrong, I don't want to get a swiss army knife. I just want to know the correct rules regarding

Seems so although in some circs you need a reason for carrying it. There are some nasty 3" knifes for sale.
