If the matrix M = RE (matrix transformation E followed by transformation R), then does det(M) = det(R)det(E)?
Would this always be true is why? Thank you!

Yes, this equality holds, and yes this is a general property of (square) matrices. The proof is a little complicated, I can find a link if necessary.
