From low rank to high rank in PhD. Possible?

I have a bachelor's degree (1st class) from a bottom ranked university (@top 100), and about to finish a master's degree at a Russel Group university (on my way to a distinction).

What is the possibility of being accepted for a PhD at Oxbridge (in an engineering related subject if this information helps)? Are people aware of students who have a bachelor's from a low ranked uni being accepted by Oxbridge?
I think it's hard for people to answer these questions as it depends so much on the attitude of the individual course selectors. PhD applications in particular will be heavily weighted towards evidence of interest/aptitude in research, academic references, and your own interests/ideas. If you have a first class degree, are predicted a distinction, have shown an interest in research (e.g. a summer project), and have strong references then I'd be surprised if the identity of your undergraduate institution sank your application.
